The issue of ensuring the realization of the rights and freedoms of a person and a citizen through the prism of the activities of law enforcement agencies was considered. It was noted that the implementation of one of the main tasks of the state to ensure the rights and freedoms of a person and a citizen, enshrined in the Constitution of Ukraine, is entrusted to the three existing branches of government in the state: legislative, executive and judicial.

Annotation. The current conditions of law enforcement agencies in Ukraine are extremely complex, which requires increased efficiency in this area. The purpose of this article was to highlight the main directions of modernization of law enforcement agencies of Ukraine. This study was carried out within the limits of the set goal using the following methods: information-analytical method, system approach method, anamnestic method, descriptive statistics method, descriptive analysis method, forecasting method.

Problems of combating domestic violence are considered. It is noted that the Law of Ukraine "On Prevention and Counteraction to Domestic Violence" establishes a comprehensive approach to combating domestic violence. According to the law, the list of specially authorized bodies in the field of prevention and counteraction to domestic violence is exhaustive. 

It has found that during the war it is important to find a moral and legal balance of the development and existence of society, which will help to "keep" society in a state of lawful behavior not because of fear of punishment, but on the basis of understanding one's own moral responsibility not only before the law, but also before the next generations.

The role of civic organizations, including experts from the public sector and the Reanimation Package of Reforms in drafting bills aimed at reforming the law enforcement system of Ukraine is cleared up. The essence of main proposals for solving problems in rebuilding the structure of law enforcement agencies, their tasks and directions of activity to ensure domestic tranquility, protect human and citizens’ rights and freedoms, is revealed.

The article is devoted to the problem of the definition of “law enforcement”, as it affects the question of what the functions of the state bodies should recognize law enforcement.

This article analyzes the causes and measures to reform the law of Ukraine. Researchers analyzed opinions on approaches to areas of reform. Based on these opinions offered his own vision of the necessary steps to advance the law enforcement agencies of the secret to a truly security for the people.
