This scientific article examines the process of preparation and accession of the state to the European Union (EU) with an emphasis on the work of higher authorities. The authors analyze the key aspects and stages that include the transition to European norms and standards, as well as the reforms necessary to comply with EU standards. The article examines the role of parliament, government, and other authorities in the implementation of European policies and legislation, and evaluates their effectiveness in this process.

In the article the political is investigated and administrative component systems of state administration. The spheres of their activity and function are determined, what of them execute in the process of state administration. Found out contradictions which arise up in the process of co-operation of these constituents of state administration.

The essence of the concept of “complex mechanism for state administration” is found. The model of interaction between state, society and youth is presented. The matrix of complex mechanism in the field of social formation and development of young people is developed.

The article presents a theoretical and legal analysis of the concept of legal policy. It is positioned as the main type of policy in general, because through it there is a state-volitional direction of state development in all spheres of public relations. It is generalized that the legal policy of civilized peoples must comply with the axiological principles of the rule of law, democracy, humanism, legality, coherence of the interests of the individual, society and state, and so on.

It is considered the main ideologically motivated urban reforms that the Ukrainian village underwent in the twentieth century during the socialist era, in the field of standardization of the area of land plots for rural estates. It is also analysed the implementation of these reforms in master plans and Хdetailed planning of rural settlements in Ukraine and, as a consequence, how these reforms affected agricultural production, social and demographic structure of rural population, the structure of households and life and psychology of peasants in general.

The article is devoted to the analysis of issues of decriminalization as a method of criminal-legal policy. Summarizing that decriminalization, as a process of official recognition of the fact of the loss of a certain act of social danger and the exclusion of a norm that previously established the criminal responsibility for the said act from the Criminal Code of Ukraine, is one of the most effective methods of criminal-law policy.

Стаття присвячена аналізу депеналізації як методу кримінально-правової
політики. Зроблено висновок, що відсутність єдиного розуміння поняття та суті
депеналізації не дає можливості повною мірою реалізувати цей метод кримінально-
правової політики на практиці. В той же час, він міг би виступити одним дієвих
інструментів реформування вітчизняного кримінального законодавства в умовах
задекларованої гуманізації кримінальної відповідальності та покарання. Як видається,
таким чином можна було б значно скоротити кількість осіб, засуджених до покарань,

Проаналізовано наукові погляди великого німецького мислителя Гегеля щодо
