Abstract. Modern global changes require a rethinking of the basic laws of society's functioning in conditions of uncertainty and dynamic social processes. Organic laws, which determine the internal stability and ability of society to adapt, are becoming the object of increased interest among researchers of philosophical and legal science. The study of these laws in the context of meta-anthropology allows us to reveal deeper relationships between social evolution and ontological aspects of human existence, which determines the relevance of the research. 

Abstract. It was found that the natural and legal laws of the development of society are an integral component of the formation of a civilized legal system within the legal space. A person cannot influence the norms of natural law, but only use them as much as possible, get to know them and embody them in the positive legal field of the state for the formation of a legal and democratic society.

It was found that the transitional state of the development of society is always characterized by instability in all spheres of people's life. Social changes can be both negative and positive, because society is a living organism that must update, develop, and change. It is important that anomic, crisis-transitional states turn into stable, updated socio-legal relations between members of society within the state field, and not go into crisis decline.

The scientific article is devoted to the study of the activities of local self-government bodies during the period of martial law in ensuring the functioning of society, characterization of the concept, competence and features of local self-government bodies, and types of local self-government bodies. The article examines the scientific and regulatory approaches to defining the most important functions of local authorities, in particular, ensuring the constitutional rights and security of citizens.

The article defines the influence of European principles on the formation of social responsibility of local self-government.

It was found that the basis of the Ukrainian national idea, among other factors, is the formation of a law-abiding citizen with a legitimate vector of personal development. We see that even during the war, Ukrainians try to control compliance with the rules of law and the law. The active activity of all law enforcement structures to ensure law and order and prevent illegal behavior of citizens shows the society's desire for lawful, civilized development even in the crisis-transitional period of the nation's existence.

In the article, on the basis of available scientific approaches, the philosophical and legal correlation of the definitions of "aggression" and "violence. It is noted that aggression is organically connected with violence and is its natural basis, as for human society - social matter is based on the natural environment, in particular, living matter, in which aggression is a mandatory attribute. However, aggression as a phenomenon is not identical to violence, just as living matter and social matter are not identical.
