The article states that given the numerous socio-economic problems of modern development of Ukraine, the question of the existence of problems of practical activities of the national elite in Ukraine, because any socio-economic development of the population directly depends on its leaders, who through their functions determine key directions and strategies of socio-economic development and are the subjects of state formation processes.

The article analyzes the role and place in the history of philosophical and legal thought of the published work «Philosophy of Law» by the German thinker G.V.F. Hegel. Written 200 years ago, it is considered to be one of the most profound and relevant works in which Hegel creatively based on his dialectical and philosophical method and methodology analyzes the complex processes in the socio-political, legal, economic, moral, psychological and religious life of civil society and the state.

Logic is one of the oldest sciences. We talk about it as art of statements and arguments. Anyone who masters this science will be able to effectively achieve their own goals by acquiring new knowledge and producing their own ideas. Ability to critically evaluate opponents statements and respondents arguments will allow them not to succumb to the pressure of commercial media, promises of politicians, etc.

The article outlines the specific features of the political elite's formation, identifies the main problems of its formation, and on that basis proposes the basic theoretical principles of the process of improving the formation of the elite in the country in order to avoid differences between the elite and society and improve the socio-economic development of the state and the economic development of society.

The article outlines the specific features of the current Ukrainian economic elite, identifies key differences between the economic elite and society, and on this basis proposes the main ways of avoiding differences between that elite and society in order to improve the socio-economic development of the state and the economic development of society in general.

Heraclitus, Plato, and Aristotle laid the cornerstones in creating this phenomenon in antiquity.

Society is perfect and imperfect. The perfect society is the Church, a religious group. This
excellence is spiritual and legal, which provides for the regulation of natural and supernatural
law. A perfect society has the name of the Kingdom of God in Heaven, which is being
supplemented by gradually worthy members of the earthly Church of the Kingdom of God.
