Система поводження з дітьми, які мають проблеми із законом, існують вже більше століття, починаючи зі створення окремих установ для неповнолітніх правопорушників та дітей «групи ризику», за яким незабаром було прийнято низку  нормативно-правових актів. Хоча з самого початку діяли різні моделі, переважним був підхід, орієнтований на забезпечення благополуччя дитини, тобто забезпечення її найвищих інтересів.

Правове регулювання - це здійснюване за допомогою системи правових актів (юридичних норм, правовідносин, індивідуальних приписів та ін.) результативний, нормативно-організаційний вплив на громадські відносини з метою їх впорядкування, охорони, розвитку до відповідних суспільних потреб.

The article presents a scientific and theoretical review of domestic and foreign studies devoted to the problem of aggression and behavioral deviations in the children's environment. The psychological features of destructive behavior and its characteristics from the standpoint of psychology, sociology and criminal-law sciences are considered. The mechanisms of formation of illegal actions are revealed, and the influence of deviations on the formation of personality is analyzed.

Розглянуто систему ювенальної юстиції. Особливу увагу зосереджено на моделях ювенальної юстиції. Визначено оптимальну модель для упровадження у національне законодавство.
