Процес вступу до ЄС супроводжується численними змінами в країнах-кандидатах та забезпеченням їхньої незворотності. В євроінтеграційній практиці застосовуються два підходи для доказовості незворотності реформ: до моменту набуття повноправного членства в ЄС, коли кандидатові надається певний час для підтвердження усталеності проведених трансформацій; після набуття повноправного членства через використання додаткових механізмів контролю. Так, до Румунії та Болгарії було застосовано механізм співпраці та перевірки (“Cooperation and Verification Mechanism”) як спеціальний запобіжник ЄС задля компенсації втрати важелів впливу після вступу шляхом постійного моніторингу без застосування суттєвих санкцій за невиконання зобов’язань. Метою представленого дослідження є виявлення ефективності МСП у протидії політичній корупції та запобіганні політичній корупції на прикладі Румунії та Болгарії, а також сталості проведених реформ, що має важливе практичне значення в контексті євроінтеграційного процесу України. Під час написання роботи було застосовано неоінституційний підхід, що дає змогу виокремити ключові інститути (організації, установи) та інституції (нормативну правову базу) в процесі імплементації МСП, а також порівняльний метод задля з’ясування ефективності механізму щодо протидії політичній корупції. На прикладі Болгарії та Румунії доведено відсутність прямого зв’язку між більш позитивною динамікою щодо виконання рекомендацій МСП та фактичним рівнем політичної корупції. Також застосування механізму суттєво не впливає на рівень політичної корупції за умови відсутності внутрішньої ініціативи політичних еліт і громадянського суспільства. Однак МСП спроможний обмежувати здатність законодавчих органів відкрито перешкоджати антикорупційним зусиллям та нівелювати попередні інституційні досягнення. За умови трансформації від інструменту моніторингу до засобу забезпечення дотримання вимог, МСП може стати обґрунтованим рішенням для майбутнього розширення.
