Studying of organized crime is an important task not only for theoreticians but for practitioners as well. No less important is the development of effective measures for prevention of illegal activities of such groups. The peculiarity of the above mentioned organizations is that their activities usually inflict harm not only on individuals or legal entities but also threaten entire brunches of national economies and jeopardize the proper functioning or even the existence of the latter.
The article deals with the problems in the enforcement of the state, which is under the influence of European integration and globalization processes requires immediate upgrading, which would make it possible to create an effective modern system of law enforcement.
Civil society asks dynamic welfare state plays in its existence developmental role. Therefore, the level of civil society and the level of the welfare state concepts are interrelated. Proved that the state exists for society, not vice versa and, indeed, the separation of state and civil society is one of the main characteristics of a democratic form of government, and shall further exemption from the state dictates. It is shown that the idea of civil society is one of the most valuable achievements of world political and legal thought.
