The article presents a scientific and theoretical review of domestic and foreign studies devoted to the problem of aggression and behavioral deviations in the children's environment. The psychological features of destructive behavior and its characteristics from the standpoint of psychology, sociology and criminal-law sciences are considered. The mechanisms of formation of illegal actions are revealed, and the influence of deviations on the formation of personality is analyzed.

Аналізуються модернізаційні процеси національної системи освіти у контексті сучасного євроінтеграційного поступу України. На основі аналізу нормативно-правових документів та тематичної літератури визначено стратегічні цілі: всебічний розвиток освіти, посилення її впливу на економічне зростання і рівень життя населення, сприяння прискореному розвитку НТП, і насамперед фундаментальної науки, забезпечення соціальної функції держави через оптимізацію соціальних програм.

Проаналізовано діяльність культурно-мистецьких установ Львова, що з’явилися наприкінці XVIII і XIX століть та їхній вплив на соціально-економічний розвиток міста.

In the paper is analyzed general theoretical provisions on the right to education and (or) secular education as a component of freedom of religion. Examined the features of the protection of the right to education and freedom of religion by the European Court of Human Rights and its importance to the practice of law in Ukraine.

The main manifestations of informatization of education are determinated, among them there are: new means acquiring knowledge, innovation and technical resources information; strengthening intra-state and international communications education and research sector; formation of new educational content and new forms of education, such as distance education and virtual universities.

The article deals with the issue of legislative regulation of the right to education. The analysis of national and international normative acts regarding consolidation of the right to education, the problems of reforming education in the context of the Association of Ukraine and the European Union. Consider optimizing the organization and conduct of research and common approaches to educational reform aimed at innovative character of education.

The role, objectives and purpose of the national education policy are examined in the article. The main stages in the formation of public policy in education are determined. Normative regulation of relations in the field of higher education is analyzed.
