Problem setting. Significant attention has been paid to the attraction of investments in the development of transport infrastructure in recent years. However, the imple- mentation of modernization projects in this sector has stopped due to military actions on the territory of Ukraine. Public-private partnership projects  could be a good tool for involvement the investment in this field. But public-private agreements are still not fully used in Ukraine.

The article analyzes the administrative and legal means of protecting the rights, freedoms and interests of individuals in the sphere of public management.  It is noted that in the scientific literature there is no stable, comprehensive and generally accepted formulation of public management.

The relevance of the problem study of legal understanding shall be determined by a combination of ideological, social and political factors, including the urgent need to comprehend legal understanding as the most important regulator of social relations, as well as the need for a critical rethinking of traditional concepts of legal understanding.

The article considers the peculiarities of public relations in the system of strategic communications of the Armed Forces of Ukraine, defines their role and place from the standpoint of public administration. The main components of the functioning of the strategic communications system in NATO member countries are analyzed. Emphasis is placed on NATO’s strategic communications standards and policies. Strategic communications in the field of public administration are aimed at the interoperability of government and society.

The urgency of the researched problem is conditioned by the need to make public administration and public administration in the State more transparent, first of all, through the introduction of such a system of government in which citizens would have confidence. It is noted that society has recently been thinking more and more about e-government, more broadly about ways to create innovative tools that would help better meet government obligations to him. It is emphasized that in this sense, Blockchain is the most promising and truly innovative technology.

The semantic and systemic criteria used to establish efficiency in the field of public administra- tion are revealed. The main approaches are summarized and a critical analysis of methods for deter- mining the level of effective and efficient functioning of public administration is conducted.

The main issues of formation and development of the corporate culture in the framework of the reforming of public administration system are considered. On the basis of the study and analysis of the experiences of other European countries, modern tendencies in public administration science and practice, the best national and international practices, the relevant proposals on further development of the corporate culture are prepared.

The major issues concerning principles and the mechanism of state regulation of the economy as a part of the mechanism of state regulation are considered. The contents of the mechanism of state regulation of the economy on the basis of studying the mechanism of public administration, the etymology of the word “mechanism” with the nature of the state regulation of the economy are revealed. The component structure of the mechanism of state regulation of the economy is defined and its components are revealed and characterized.

The ways of democratic reformation of public administration in Ukraine are considered, facilities of combating corruption and strengthening of national security are analysed.

The article analyses the existing control system in the area of beautification of human settlements. The recent research on control systems in this area is analysed. The common requirements for exercising the state regulatory control are described; the use of state, municipal & non-government control in this area is analysed. As a result of research, the suggestions to improve the system of control in the area of beautification of human settlements are given.
