Громадянське суспільство задає динаміку соціальної держави, відіграє у її існуванні розвиваючу роль. Тому рівень розвитку громадянського суспільства і рівень соціальної держави є поняттями взаємопов’язаними. Власне громадянське суспільство є механізмом подальшого розвитку функціональної структури розвинених форм соціальної держави.
Наукова розвідка присвячена проблематиці розвитку громадянського суспільства в Україні в контексті його взаємодії з інститутом держави. У статті розглянуто теоретичні, концептуальні та практичні аспек¬ти взаємодії інституту держави і громадянського суспільства в Україні. Визначено характерні риси системи державного управління, які справляють своєрідний дискомфорт для повноцінного розвитку громадянського суспільства.
У статті комплексно проаналізовано поняття громадянського суспільства як політико-правового явища. Розглянуто джерелознавчий матеріал, який характеризує процес розвитку системи поглядів на громадянське суспільство на теренах України. Досліджено еволюцію поняття громадянського суспільства у працях українських мислителів, зокрема С. Оріховського-Роксолана, М. Костомарова, М. Драгоманова, І. Франка та ін. Визначено особливості розвитку концепції громадянського суспільства кін. XIX – поч. XX ст. у працях видатних українських діячів.
Розкрито ставлення до офіційної політики в сфері культури та її наслідків станом на кінець 2013 р. Акцент зосереджено на офіційних даних та думках інтелектуалів та експертів українського громадського суспільства.
The article analyzes the importance of legal awareness and legal culture in the development of civil society. We consider the concept and basic features of civil society characterized by justice and legal culture that influence the improvement of law on the
formation of a legal state and civil society.
The article deals with the role of the legal ideology in the formation of civil society. The main purpose of the legal ideology and its influence on the process of formation of civil society is highlighted in the article. The importance of spiritual culture, as a value of legal ideology on the evolutionary path of the civil society is showed.
Іn the article in legal aspect considered regional approach of reforming of the territorial mechanism of Ukraine, as one of the possible options for improvement. Highlighted understanding such multifold category as region. With a glance to historical experience, modern political realities and future prospects, tend was valid for the optimizing of the territorial mechanism of Ukraine, including the feasibility of consolidation of administrative units by the formation of prorated regions.

The article is devoted to the exploration of ways and methods of formation of legal
consciousness in the context of ensuring their realization of the State and civil society.
The author attempted to describe the basic methods of forming of legal consciousness
separating them into categories to “public” and “private”, depending on the subjects of their
implementation.
We come to the conclusion that a key place in the system of remedies of formation of legal
consciousness takes legal education as a precondition for social development of individual.
